Varanasi is Shiva's abode. Whenever ghee candle blessings are let into the river, "Om Namah Shivaya" is offered to honor Shiva. Upon rising out of the river to enter the narrow roads of Old Varanasi, we saw this basic Shiva altar. He is obviously performing pranayama and to the left of him is a shiva lingham, a representation of Shiva/Shakti union (if you want to know more about this, come to the party). These orange painted dieties and small surrounding altars are found all over Varanasi as well as Agra. We're sure they are found in other places as well, however, we didn't see them.
